Maybe he is able to pay people back because he moved on to a new scam that’s bigger than pinball.
Blaming COVID is bullshit. He clearly tried to “sell” a machine that he was never going to get. There is no explanation other than fraud.
He is probably paying out to his pinball victims because any legal action would likely uncover other scams that are still active.
