The game is booting up and playing, yes.
Start by checking your voltage test points. Focus on the high voltage section that supplies the displays.
The high score/ball indicators are lit by bulbs and are separate from the hv plasma displays.

Must measure the voltage as instructed.

If you measured correctly, half voltage on the solenoid driver board at TP1 indicates a faulty (open circuit) 1N4004 diode on the rectifier board.
With the machine OFF, you should test diodes CR1, CR2, CR3 and CR4 on the rectifier board with your multi-meter set to diode mode. Make sure to test a few minutes (2 or so) after you've powered down so there's no remaining residual voltage that could damage your multi-meter.

How long did have this board? If you measured it correctly, then I would be contacting Alltek for warranty repair.

The board has been in for the last 2 years. I used the ground wire in the backbox next to the cords.
