Keeping an eye on this one, but won’t intervene as the folks posting here already are much better at bally troubleshooting than myself. They’re giving good advice and I think you’re on the right track with the controlled lamp voltage.
I think I may have identified another issue you could be having, and I can't believe I didn't catch it sooner.
Can you snap me a photo of the adapters at headers J1 and J3 on your install? Close enough I can read the markings on the adapters.

Perfect, and yours are installed correctly. Notice how the word 'key' is upside down? You've got them installed fine, I had that word flipped by accident. And that made me mis-mark J1 and J3 when I redid the markings for the run I just finished. Caused me a heck of a time the past 24 hours or so.
But, in your case, leave 'em just the way they are.
