Very hard. Any rule that requires judging player intent in a manner like that is dubious at best. Some games are just not great for tournament play and it's better to eliminate the game instead of creating some silly set of restrictions on what the player can/can't shoot for while playing. For games where the exploit can be nullified, it's better to just do that. The JM spinner millions exploit and Demo Man claw exploit are great examples of fixable problems.
