Maybe they should amend it from top 4 to top16?
And if the person moves up to B and doesn't qualify in B for the next 2 years they can drop down to C Division again
I personally think its pretty cool to win any PAPA title but do we really think guys would want to just keep winning C titles and not move up divisions?

i am not saying forcing anyone to A division...not looking to amend that rule
