Ordered a GBS-8220 from ebay for a future LCD upgrade on my RFM. It came in and noticed it has a slathering of white paste around an IC. Has anyone else ever seen something like this before? Is it possibly for heat? It feels sorta like silicone caulking.

I would send it back. There is no reason that I can think of for having that there. If it needs heat removal, it will have a heat sink on it like the other chip and there are plenty of pictures online that do not show it.
