Gotta believe the taxes/real estate value in North Jersey are gonna be the biggest problem (Besides the Town ordinances) South or Central Jersey would be much more affordable. Growing up in Old Bridge,NJ they put an Arcade up in a Strip Mall on Route 9 in the early 1980's. The town shut it down within 2-3 years claiming that the "Kids" were scaring away customers from going to the other stores in the mall. The place was always packed from 3PM to closing. Being right across the street from the High School (1700-1800 students) definitely helped. Good Luck!!
