To be fair the real Dawg Pound was Cleveland Stadium and it closed after 1995 season. Those fans were much closer to the field.
MLB provided every team with recorded fan noise. Each team can pretty much do what they want with it.
What if the NFL did the same and the home team can play it as loud as they want when the opponents have the ball.
I'm thinking the NFL has already thought of what teams may be doing and have made decisions on what will be allowed and what won't.
If they choose to allow fans, how do they decide which 15000 people get to watch live? The 'pumped in' noise seems to help add atmosphere when watching NHL playoffs.. but the digital fan pics in the nba are just weird! Don't like seeing that. The cut outs in MLB are dumb. Except Bernie! He made me laugh!

They say that in a normal open stadium there are banks of lights outside of the playfield but in most dome stadiums the lights are more overhead and it's easy to lose the ball in them.
Theres no doubt that under normal circumstances home field advantage means something. Under these new conditions the only thing that really impacts the game is the weather and game time (i.e. west coast team playing at 10:00 am versus 1:00 PM)....I don't think turf means much because most teams have natural and turf practice facilities...eliminating most of the fans will have an impact
I think at least some of the 'dome' advantage had something to do with the crown (or lack-thereof in the case of a dome) on the field. I think most outdoor fields have improved drainage and were able to flatten that crown, making them flatter. There may have also been something to the grass, but outdoor fields are actually using a hybrid in most cases, and the artificial stuff have come a long way, again closing that gap.
Maybe there was something to domes being louder, but stadium designs have been altered to bring a lot of the noise back down to the field (SEA being the biggest example of this). I think Arrowhead and CenturyLink are the loudest stadiums, but maybe all else constant domes would be louder, I don't know.
Washington has had a home disadvantage the last few years, with visiting fans often outnumbering home fans and a general feeling of misery and depression.
Having an empty stadium will - no doubt - be an improvement this season.

Sort of.... The home team gets far more exposure to make adjustments. Think of it as visiting a friend that has Pinstadiums on his machine....

I’m not sure this is a fair gauge of other games. They allowed almost 17,000 fans in. Many stadiums aren’t allowing any. Will be a whole different atmosphere. And weird.
Probably the first game of the season with no preseason is doing a little more than the "crowd noise" guys.
