This was my thought also until I started doing research on the Island.
There's a blogger that lives right at the end of the causeway heading to the Island. They take pictures of equipment heading to the island.... and keep track of the activity. The show only seems to be a few months apart of what the blogger reports...and the show. Her last report was in November with the Brewster's and Irving equipment being removed from the island...and of more of the 'divers' equipment heading onto the island that same week.

If they do fine anything..there is a time frame it needs to be reported to the government. I don't remember what the time frame was..but I remember it being a lot longer that I would have thought. Something like 90-120 days?
