    You don't have a neutral fed to that receptacle, so it's no good for splitting into 2x 120v circuits. Just have the two split phase hots and a ground.

    4wire plugs have the neutral in them to run things like displays and clocks on dryers and ovens.

    You could certainly kill the breaker and pull off the cover to see if you have an unterminated neutral in the box.
