I played my Sega Frankenstein this morning and it played great. Then this afternoon I turned it on and only the gi turned on. No Sounds, no dmd, no nothing. I did some digging in the forums and it may be an issue with the 5v power. It seems there is some slight leakage with caps c2 and c7. I included a photo. I checked all fuses with a meter and all is good. I plan on replacing the leaking capacitors but am looking for any suggestions and help. Am I heading in the right direction?

I just tested the test points on my power supply board and am getting .4 volts when it should be 5 volts at tp1.
