It's possible. You don't see them pop up for sale very often, and it seems like a lot of folks picked up the LE models when they were new.
Judging purely from that sticker, though, my thought would be that they randomly pulled 750 bare playfields, fully populated playfields, or complete machines, from the line for QC sampling and testing. Hence, the "Ctrl#", for "Quality Control".
Taking that many samples and from such a far spread will show you if you have any kind of "drift" in build quality when it comes to everything from color consistency to dimple placements.
At least, that's my thought on what that sticker means…
