IN the poorer neighborhoods it happens every few years. In Manhattan I can only think of 1977, 2003, and Hurricane Sandy some years back.
I was there for the last two and it was fairly entertaining in some ways, a pain in the ass for others. For Sandy I don't think I had to go to work for a week.
