You can do a quick check with this cheap circuit tester to find out if you have the correct wiring to the outlet to start with.
This one will tell you if you have a good ground, a switched neutral and hot, etc.
If you find a problem and cannot locate the fix, an electrician might be in order.
Here is a link for one at Lowes, but they are available at many locations in a similar form.
This one also has the push button to test GFCI outlets that have the trip and reset buttons on them.
You can go a little cheaper and get one without that push button.
