OK, having problems with a Data East Rocky & Bullwinkle not booting.

All original boards, no hacks evident, no battery damage I can see.

The 5volt LED came on the MPU board, but it would not boot.

Checked the 5v and it was actually low, under 2v.

Replace the power supply with a brand new RD 005 board and now it finishes the boot sequence, even to the point I can just access the Adjustments menu, but then it freezes.

Turn on, the PIA and 5volt LEDs come on.

The PIA LED then turns off and the Blanking LED comes on.

The game boots, then there is a flurry of solenoids firing, the Blanking LED turns back off and the game freezes completely. The 5volt LED remains on.

Is this maybe bad PIA(s) on the MPU board?

Did you try to reseat all socket ICs?Did you clean the pins on socketed ICs?
First begin with the CPU
After that test it if same happen,then RAM ICs.
After that test it if same happen,then do same with the game/sound IC(I doubt sound may cause this but who know)
This is some begin.
Of course if you have spare CPU or RAM ICs will be good to test with know working.

Also look for cold solders.

Is the 5v still low with the new power supply? Check for voltage on the CPU. If it is still low try unplugging the power connector to the sound board and DMD. Then recheck voltage and try to boot the CPU. A problem with those 2 boards may be dragging the 5v down. If the PIA LED is off that would indicate the self tests of the PIAs, RAM and EPROMS is good. A flurry of solenoids firing on power up may be caused by the game not reading the ball trough switches as closed and it is looking for the balls. I hope this helps you.
