Odd Blackout behavior (I think)

I'm currently putting together a backetcase Blackout. Both of the drops were off, so I ended up replacing the boards and horseshoes and reinstalling. The uppermost drops behave like I expect. However, the middle drops act weird. If I drop all three, it doesn't reset. However, if I hit the standup target in the upper left corner, it does. Almost as if it's wired into the drops. This isn't expected behavior, right? Any ideas on what got turned around here?

To make it weirder, now that target doesn't effect it at all.
EDIT: now it does again.
