The idea is to protect the leg's finish/paint from the leg bolts. I've used them a couple times, but haven't encountered the issue you're describing.

How tight are you cranking those bolts down? I put these on all my restored games and have never had an issue. I use a metal Stern style leg protector, felt pad, power coated leg, nylon washer followed by a new leg bolt. It looks nice and sharp when done correctly.
