If the Bank Start relay (SB) doesn't activate when you push the Replay Button, Inspect and diagnose this circuit with Alligator clip jumper wires. Starting with the 3 circled switches.

Be careful because this circuit runs on 120 volts

When you say "set for free play" what do you mean?
Like how is it set for free play?

Free play is set up to play without money

I had a similar problem w my NS a few weeks ago..I could start a game when I manually reset the bank..the furthest one from you when you are standing in front of it..there’s a start relay on that bank, and if the end of stroke isn’t gapped properly, the game won’t start..perhaps check that relay..

Yeah, well. There's other ways as well. That's what I'm trying to get at.

You assume too much.

If it resets with the coin switch, then it should be either the replay button switch, motor 1c switch, or the zero position replay unit switch, or Jones plug in backbox.
