If you are getting the correct sounds, it likely isn't the Roms. Often times, the volume POT is no good. The wiper inside corrodes or deteriorates over time. On High Speed, I believe it's a 5K pot (some system 11's had 10K pots plus a 50 ohm resistor). Put your meter on OHMS on the pot's two legs and see if you are getting any variation in ohms when you turn the pot. If not, then go to Radio Shack and get a 5K audio pot and replace it.

I would first suspect the Sound ROMs, but there may be other IC's involved
