No eos on early Data East games?

Did a flipper rebuild on POTO tonight. I couldn't help but notice there's no EOS switches. Is this normal? The flippers will get stuck in the up position every so often but hitting the button a few times usually lowers them. The mechanism is super smooth when operated by hand so it's not to do with that and the cabinet leaf switches are good too. But there are no EOS and it feels like that's something the EOS would do. I might be way off base here. Every machine I've ever owned/ helped out with had EOS switches so this is new ground for me. What else should I look at?

Its not both as in they both do it at the same time. They both have just separately had it happen at different times. This was post rebuild AND I replaced the coils because the other ones were thrashed.
