A scoring reel only needs an end-of-stroke switch if there is a score relay (e.g., 1000 point relay) to be cut off by that switch. If there are no 1000 point scoring switches, implying that the 1000 reel only steps by carry-over from the 100 reel, then the designer assumed that the 100 point relay would do its job for both the 100 and 1000 point reels.
