You have the +12VDC at the test point. WPC schematics show nothing between the test point and the output connectors J116, J117. (If it is the same for WPC-S, I am not 100% sure) There is just a junction to LED7, the +12V indicator. You could be looking for a cracked pin or open trace. Try a continuity check between test point and connector pins.
