There are a few companies that consistently score high marks on their core franchises. Companies like Nintendo and Blizzard start with gameplay and perfect that first. Everything else is viewed as peripheral. You'll never find a platformer that controls better than Mario does. Ever. It's the outright gold standard for the genre. Usually the same goes for level design. For Zelda, find me an open world that feels even half as compelling to explore. It's not out there. There's a reason why there were scores of articles about how Zelda ruined traditional open world gaming for many people. They totally raised the bar on what the expect in a world. They made a true sandbox that is as focused or as open as you want it to be, but it never lags or drags along.
The Witcher 3 was a great game, but it lacked the polish to match its ambition. And man, that game can really drag through sections. The pacing isn't nearly as even as it could be.
