I didn't understand this, either. I didn't really believe it until I saw it happen once.
My conclusion (although not necessarily the correct one) is that the flipper opto switches can flicker on-off-on-off so fast they don't show up in switch test. When this happens, the coils are basically being duty cycled, and thus they lack power.
