Of course gaming was indeed addictive, it's not a coincidence that Bally and later Williams would make outright gambling devices - they had lot's of experience keeping the rats at the feedbar.
Cities in the 80s would enact laws where the first game license in a location was $100, the second was $200, the third was $400 and the forth was $800 - just to make sure that arcades could not afford to open.
Kids wasting all their lunch money on "those blasted pinballs" was never a popular thing with good parents.
Arcades were always THE place to score dope and good parents did not like that at all.
