New Rottendog power supply not powering DMD

I picked up a Last Action Hero where the owner had put in a brand new rottendog power supply. The dot matrix did not work at all. I thought it was related to something else. All of the voltages checked out correctly to and from the power supply. I exhausted every Avenue and then as a last resort swapped the power supply with a original refurbished one that I had around and display came on and worked as it should.
The power supply is the correct one for the game. Any suggestions would be appreciated.

The rest of the game boots and plays like it should? Are you getting good 5v out of the board to the dmd?

I assume when you said the voltage was good you meant the HV side

CN5.....is the pin missing for 5v but there for the key? That's backwards

Looks like it at first, but it's just the perspective of the pic. It's correct.

I meant good voltage from test points on board & at the DMD connectors..

Game played but no sign of life from DMD until I put an original in.
