Unless we are dumb... Nothing is there.
Turns out the clear coat (which protects paint from uv light) totally nullified the UV ink. It was there, you just can't see it.

It's an artifact generated by the fact that the camera captures at a different frame rate than the display runs. Not visible at all to the human eye.
