I just received a new pinscore for my jungle lord which is part of the williams system 7 series. I plugged everything in and nothing shows. When I press the diagnostic button only 1 digit from player 2 and player 4 display. Any idea why?

No they blew but that was a different machine that blew them.

No new ribbons. Its strange when I turn it on sometimes random digits will show for a few seconds. When I unplugged some of the wire harness and touched the back of the new board more digits would display.

Sounds like this connector may need to be repinned.

I will give that a try tomorrow. I should also mention that on the cpu the led will change numbers every time I turn the game on. It will show a 1,3,6,9 or just stay on 0. I think I need a new cpu?

Definitely the MPU has an issue booting, but I think you could have it repaired over buying a new one.
Post a picture of that board to check for battery corrosion.
Not sure if a non-booting machine would keep you from running the stand alone test on the display or not.

The board was bought brand new last week!

I can agree it looks newly refurbished/tested as there is 1 transistor that I can tell that is not original and the big power resistors on the right side of the driver board that are discolored, which is normal for a used board. The 40 pin female connector on the driver board is definitely discolored so that is all original.
If you send out the MPU for test, I would send the driver board with it to be tested as a set. I would replace the 40 pin interconnector on both boards and then see if that fixes the boot issue.
Then there is the power supply..likely has original capacitors.
So I finally had time to reflow all the pins. Now when I turn it on the PSU 3J5 starts smoking in the back. Do you know why this would be?

Suspect High voltage fault:
Suggest removing F1 to isolate.
Update:
Sent in mpu and drive board for repairs and they were solid. I have a brand new PSU. I got it all up and now a game used to start but won't. The main issue is the displays and the game resetting or starting. The display that shows the credits just counts from 1-50 very fast continuously.

Thanks! Those are all opened! I tried a new wiring harness still have the same issue.
Not sure why the coil on the coin door is humming but it caused a fuse to blow on the PSU one of the 5 amp slow blows.
The hum is caused vibration from the coil. Likely you can move the plate a bit on the coil and make the hum quieter or even go away. You also could just break off the small wire to that coil and tape it. The coil allows coins to drop to the coin return when the game is off. So setting the game for free play, this coil is not used.

It does but the credits still show missing digits

My apologies they are no longer counting and the game does not reset any more. Just missing digital displays.

Thanks got the digits to work. Now I can't get into settings or diagnostics. It will just let me see all the digits and scroll thru 1-9. Can't start a game either.

Update. Game now shows all digits but cannot get it into audit mode (unless I remove the NVRAM) to set up free play. It does take credits but still won't start a game. When I try to go into audit mode it just displays all the digits 1-9. When I take out the NVRAM it goes into audit mode but won't let me set it to free play on function 18.
Also when in audit mode when I go thru each function 1 by 1 it stops at function 19 and won't count down any further. However, when I hold down the advance button it will scroll thru 1-50 in audit mode. Any help appreciated! Thanks
So it appears when I add credits the game makes a noise to let me know credits were received however it will not count any of the credits to start a game.
Try reseating these 3 connectors. The one marked in blue are for the diagnostic buttons. The yellow ones are for the switch matrix, which the start button should be included in here.
If reseating them doesn't help, try wiggling the wires in blue to see if you can get the other diagnostic button to work, and wiggle the yellow to see if you can get the start button to work.
If messing with the wires or reseating them get them to work, likely you have to resolder the male board pins and/or repin the wired connectors.
I don't have the switch matrix available to know the exact color wires to check more carefully.

Thanks so much everyone. I'm so close everything works now but the backbox lights and the flippers. The flippers worked when I first put in the new boards. I have a feeling its wiring related.

That 6.3VAC for GI backbox lamp power would come from the power supply, moreso the bottom right 2 connectors, I believe. Can you post a picture of the board?
Far as the flippers, you may have a blown 1 amp fuse on the underside of the playfield near the flippers.
2nd possibility is the wiring again as on the others, may need to be reseated or wiggling the wires while you press either flipper. I think it is the top connector I have marked in orange.
It is also possible that the relay may have broken solder joints on the back of the driver board. You can tap on the relay as you press either flipper button.
