You are absolutely right. Stern will charge what the market will allow for pinballs. If the market is tight like 10 years ago, they will drop the options and sell lower priced machines. If the market is good like now they will increase the options and sell for a premium price.
Stern is focused on selling new games. While they certainly want to sell a product that holds value, right now there is a supply deficit and demand is high. They are smart rereleasing pins people want to buy but they can't because they are not available for the right price-point.
Any company would be foolish to not produce more supply if the used versions were selling for new prices.
