if the test car, garage , trough and track work that is all that matters with that game. peoples ideas of "shop" job vary. dont hold him to that. the things you mentioned are minimal. not a big deal at all unless it was advertised as fully restored, all new bulbs, all new flipper parts, etc of the things you mentioned.
