You mean no juice COMING FROM the transformer? Cuz if there is no juice GOING TO the transformer, then that's your problem!

Check to see if it's plugged into the wall outlet, and the switch is turned on.
Start with making sure you have good line voltage. Put your meter on the feed into the transformer, do you have 120v there?
If not, check the line voltage fuse. Check that the power switch is functional if the game has one.

Set your DMM to VAC for this.
