    it is time consuming, but reflowing the header pins takes one out of the process of elimination to your troubles.

    regarding the bleeding, I had a similar situation on a 7 digit Bally display, and changing the MC 14503 IC U1 on the display board fixed it.

    the glasses look good in the pics, i've seen much worse still work, but the expect the unexpected.

    have you visually checked the pins in the 20 way female connectors?

    did you replace U1 on both displays?

    there are still the associated resistors to the 10,000's digit, you have replaced R9 the 100K with a 1/2W ?

    if you have them on hand?

    R10 - 2.2K
    R44 - 9.1K
    R39 - 300K

    this way you will have changed all the components and if it still persists the only other time consuming way is to swap the glass with a known good one.
