Ok been a couple days but i've been working on it still just been retracing my steps and double checking everything up to the point where I am now. The following is what @Bowlerguy had me try which is basically everything that @mopar had me try but it never hurts to try again. So I alligator clipped the 2nd reel advance coil to the 3rd reel advance coil and went through the 10-90 rrlay to verify the 3rd reel engaged which it did so I eliminated the coil as the culprit.
Nxt I went through the reset relays for the reels again to check gapping and cleaned contacts again.
Nxt I powered on the game and with 1 credit in 1 player mode I pressed down on Player wiper and tapped the 10-90 relay 10 times and nothing changed.
Nxt I removed the wiper arm from the Player stepper and started a game and tapped the 0-9 and then the 10-90 relay just verifying they turned the reels. The 0-9 relay moved the 1st reel and on 10th tap it engaged the 10-99 relay as it should. The 0-9 relay moves the 0-9 Match stepper with the wiper arm still removed from the Player stepper and the 10-90 relay engages the Star match stepper unit and also the 0-9 Match stepper unit. Also on the 7th manual push of the 0-9 relay it engages the 0-9 reel on player 6.
I then determined signal was coming from the Player stepper to the reels. I reattached the Player wiper arm and moved on to do same test on the Frame stepper. I removed the wiper arm on the Frame stepper and repeated the same steps I did to the Player stepper. Same results, the 100 reel did not engage.
Nxt I reattached the Frame wiper arm and started a 6 player game to verify that the 100 reel didnt activate until the 4th frame in all 6 players. Result was that indeed in all 6 players the 100 reel fired in the 4th frame leading me to believe that the problem is not in the reels.
Nxt I was unsure what the Uniteds step up unit was and it never moves that I notice so I stepped it up to the 3rd position (it only moves 6 positions total) and started a game and nothing changed.
Hopefully after all that drawn out info above someone will see something that stands out as the problem. I still plan to go through the Player and the Frame steppers with a fine tooth comb later on tonight looking for loose wires.
