Use the plastic to press the lock washer(1) onto the rivet (3)
The Rivet goes in the rampflap then ramp add washer and lock washer underneath.
That's the kit for doing plastics without actually using the oval head flaring rivets ... its an alternative type of set up... you lightly press/hammer them together & the retainer ring is supposed to hold it all together via compression... I have tried them & they work in some applications but not as good as original type

In what order would I stack them? Where would they each go in relation to the plastic/metal that they are sandwiching? (See numbered parts for reference)

Put 3 through the ramp flap and then through the ramp so the rounded part is on top of the flap.
Put 2 on the back of 3, then 1 after it. 1 won't quite fit, just set it on top.
Press 4 against 1 and hammer it down to force 1 down 3 until it clamps it all together
