I had a similar issue. It ended up being a bad transistor on the new RD aux driver board that was causing the blanking circuit to be inoperable on startup.
The surge of power on startup caused my f103,104, and 105 to blow.
When you power it on, LED 201 on the MPU board should light up for a few seconds and then go off. You’ll know the blanking circuit is the culprit if your LED 201 does not light up when powering it on.
