Without buying a bunch of parts and dragging this issue out, am I on the right path here? Can changing the bulbs with the machine in test mode create this problem? Thanks for any advice...

Lets start with what game? I assume a solid state Bally?

Check your fuses on the power supply board, next to the transformer. Best place to start.

Test all the voltages on the test points on the power supply board. Use your manual and be careful on your settings on your meter because you will have AC and DC test points

Ok, on the solenoid board, on the right side there a 3 test points, a ground loop and 2 5v loops, Test for 5 volts at both of those.
