Has it ever worked? If not, it's possible that it was intentionally disabled.
I know operators liked to disable the shaker on this game because it caused things to break or shake loose, which caused the machine to go down. They would rather have to open it up and clear off the quarters every once in a while, rather than have the game go down and stop earning because something broke or shook loose.
