Page DR. 1 in your manual says that fuse is for the 50v used for the coils. Seems likely you have a bad coil, causing the fuse to blow as the game self tests on power up.

You could build a circuit breaker to use while troubleshooting. vid1900 probably has instructions on Pinside somewhere. You could also test all your coils with a meter, replace the one with resistance near zero.
