I know it sounds dumb, but sometimes it's easier to buy them. This guy has 11,000, while technically buying something you can get for free might not be the best idea, the amount of time he could save as apposed to downloading the ROMS one at a time could make it worth it.
I know you can download packs of them, but not everyone has access to those.
