It sounds like the Heist game app deals with failed launches and retries itself, rather than having the error detection and retry logic in the Heist module driver. So that would explain why Heist would work reliably and ROCs would give up. So... 2 issues:
1) Why do you occasionally get a failed launch? There are a couple of settings, like coil strength, that can be tweaked to either reduce bounce-backs or overcome weak launches, depending on your situation.
2) We'll need to move the failure detection and retry logic into the module driver.

I do suspect the ROCs settings may be over-powering the VUK coils. I checked settings there, and didn’t see anything out of the ordinary but I will confirm.

Left VUK Coil Pulse time is what I was adjusting. I’ll try to make some more time today to mess with it, haven’t really made a serious troubleshooting attempt yet.
