You can take driver board off and boot the game. Leds should flash and go off if mpu is good. At least you can narrow it down to mpu or driver board.
You can also just connect the power connector, top left if memory serves right, and boot with both boards installed. This will tell you if the playfield or anything else in the cabinet is causing the mpu to lock on.
