Edit: had to check estimated price, it is a $15k pin ($13870 - $16130, median $15,000)... some have sold for as little as $12,000. $8500 is too good to be true.

They might actually have 7g in that game without labor for decals and playfield swap. Not saying it is worth 12 by any stretch but if this were a HEP, well you pay for the labor.

I don't know the typical rates but I would pay $20/hr to swap and probably $35/hr for a decal job (us labor stats put vinyl car wrap guys at $22 to $32 per hour).
I'd expect a swap to run $600 to $800 and the decals to run $350 to $600 at those max rates.
So he may have about $8400 tied up in that game (assuming no other nos parts purchased)... but can easily see how he may even have $12,000 into it with labor along with new(ish) parts in the mix.

I was only valuing this particular guy or gal's time to remove and replace and what he could get back. Of course the depth could go much greater, which is beyond just swapping things out and into the realm of overhaul and restoration.
My point was not to give an accurate reflection of what someone would charge or be willing to pay for these services; but, that this guy with a Corvette, new playfield, and proper decal job could have (upwards of) what he was asking into the machine.
