Monte Carlo (System 80b) game won't end (just keeps playing music)

Hi,

I'm having issues with a Monte Carlo by Gottlieb. Everything seems to be functioning perfectly with the exception of two things, first I don't have a working display (came broken but this is just something I have to buy and plug in), and secondly the game(s) don't seem to end. If I place all 3 balls in the lock ball parts the game makes the siren sound and multi-ball begins. It always stops after I drain 5 balls so the ball count seems to be working, but after the 5th ball drains nothing happens, it just keeps playing music. Occasionally when locking a ball the roulette wheel will stop and the music will keep going for a bit before the next ball kicks out. I'm not sure if it's related as I believe the roulette wheel is supposed to spin after your last ball drains, which it doesn't, so the occasional delay around the wheel makes me wonder? If I leave balls in the lock ball sections and turn the game on/off they kick out during the reset. All the drop downs work, the bridge raise works, all the playfield lights, bumpers etc... I really don't see any problems at this point outside of the game not ending. Any idea where to begin? I recently had the boards looked over and they're ok. The grounding mod inside of the cab near the power supply has been done (this fixed a problem with target banks not resetting). I'm pretty sure when I was trying to fix the target bank issue the game ended properly at one point but I've been working on this machine so long it's hard to remember. I picked up the barakandl (nvram) power supply replacement hoping it would fix the issue but it hasn't. I've been working on this for a few months and just want to play it lol. It's just frustrating at this point as I've never been able to just play and enjoy this game and I'm seemingly one last fix away from moving this into my game room. Any chance this has to do with the missing the display? I can't imagine it does but who knows. I haven't done the ground mod between the soundboard and mpu yet but I find it hard to believe that the issue, but then again I was shocked when the ground mod inside of the cab fixed a target bank issue so who knows?

edit: If I let the game sit for 30-60 seconds the music changes to signal game over and the game allows me to add a coin or hit start again if there is already a credit. Just not sure why it takes so long for the game to end.
