Probably not cables or connections. It's either the HV board or display. Try swapping in a different HV board from one of your other Stern plasma DMD games. Stern uses a separate HV board in the backbox just for the display. If it still does the same thing with a different HV board, chances are it's the display. Unfortunately in this instance, Stern sandwiches all the data boards on top of the display so swapping that out takes some time disassembling everything.
