I have only had this happen once in many, many games on my MMR Standard. The catapault is set at +1, which is the perfect strength to clear 2 balls, which happened to be in a game last night actually, and still works fine for ball travels on the wireform/habitrail. 
All other strength setting are default except I also have +1 on the flipper strength to get the ball to reach the damsel tower easily. ( I did this because the damsel ramp diverter seems to get stuck down a lot and a normal right ramp shot becomes a damsel tower shot).
