Free shipping on Ebay doesn't always work. When you go to pay/check out, you often find $20 or so added. Ebay's response is a seller can post free shipping, even if it doesn't include all areas.
If any of the pinball manufacturers had sales like Amazon, and get postal breaks on books and things, then you'd see cheaper shipping too.
Go to FedEx or UPS websites and calculate the charges. Once it leaves the USA it gets ugly quick. Rick explained why they don't use the cheapest methods because of loss or delays.

In CGC menu you can make the flippers stronger or weaker.
