METEOR - help w M target

i have a meteor that when all meteor targets are dropped theres no reset of bank. the M target seems to be the culprit. the targets reset fine after the bonus countdown and ball change. however the M comes back up as if it hasn't been hit. I've checked the switch separation, thats good, cleaned switches, and checked the solder connections. not sure where to go from here. any help would be appreciated.

Take the ball out and reset all targets.
Enter switch test (see manual).
Should blink 00
Drop the M target.
Does the game now blink the M target's designated number (see manual)
