Are you sure its shorted? How many ohms did it measure? I only ask because you REALLY don't want to disassemble this unless it's absolutely necessary.

I see, that's something you don't see happen very often.

If it were me, I would remove the actuator coil and brackets to get the entire magnet and actuator shaft separated from the housing, the top of the ball plunger shaft is slotted so you can put a wrench on it and the magnet core itself is keyed so it cant twist in its mounting plate. Unfortunatly, you are just going to have to force through the locktite, you will likely have to remove the ball plunger from the magnet core first which is why I suggest getting it out of the main housing if you can, once this is removed, you can remove the nut from the magnet core, this should be fairly easy once everything else is apart. The main concern here is the magnet core itself appears to be tapered, this is going to be placing significant force on the ball plunger shaft, in order to relieve this stress, you will need to loosen the large magnet core hex nut a couple turns.
