One question why waste your money in it tell them to get it fixed or operators not going to make money. I would just look at that and walk away.

The rigid nature and thickness of the tape traps any ball in its path.
Even after a mega TILT, I could not shake the ball out of the duct tape prison.

Out of curiosity, if you're a repairman on location and you run into a broken drop target without a replacement part on hand, how would you keep the game running until you could get a new drop target?
You should:
1) Write a song with the title "Duct Tape Prison"
2) Record it in the style of Metallica
3) Use the editing program to place this song into the game code
4) Sneak into that arcade, pick the lock on the game, and upload this code, Mission-Impossible style
I used this very trick - used painters tape until I got my replacements... They ended up sending me 18 replacement targets I guess my complaining every day got multiple orders going... should be set for life now.

Not to mention the games that sit next to this one:
XMEN LE - Wolverine is broken in half, and his claw is resting on the playfield blocking balls.
ACDC PREMIUM - Drop targets and TNT target are flaky and intermittent. Same with cannon.
It's a sad state of affairs here in Montreal, with no where else to play on location.

The easiest way on Metallica to do it would be to:
Drop all the targets down. Duct tape repair the broken one and drop it down.
Unplugged the coil.
String two one inch rubbers from the standup posts located near the third drop.
No multi-ball but at least you still have a functional game with no traps.

Option #69 of the Metallica specific game adjustments in the service menu allows you to turn off the inline drop targets so you don't have to unplug any coils.

I would just take the broken part out till I got a replacment I mite even just shut it off or leave a warning note saying what is wrong with it. I want players to come back not be disapointed and never come back.
Isn't the duct tape proably bad for the playfield sure its cleared maybe I don't know but would it leave a nasty residue or rip off stuff.

Unfortunately, the OP doesn't know how to service the games himself, and his hired help isn't spectacular.
I once saw them working on the AC/DC premium; they raised the playfield and the balls came tumbling down into the cabinet.

It looks like they used a black tape under the duct tape.
This must have rubbed off quite a bit, judging by the dirt on top of the drop targets.

my buddy visited the arcade this week and guess what?
no new drop target, just more duct tape. wow.
Hahaha I know where this is. I went a few months ago to give X-Men Wolverine my first try. Was very disapointed. Machine was in poor shape but he still had both his claws back then. Pin not even properly leveled all kinds of scratches.
Very sad cause we don't have many locations around and that one is very weak. Still so many bars around and cool nightlife. Not to far from Bell Center so....after a good game, a few beers with friends we still hope alcool will make the pins more acceptable....never happened
