The transistor on the board is ultimately what turns on the magnet. Given what you found, it sounds like the transistor is shorted internally. Basically it's like a switch that's stuck on. Replacing the board should fix it as long as the magnet itself is ok. The fuse most likely prevented damage to the magnet, though.
